Fixed for next time.
* Makefile.cfg (gnu_rel_host): Fix code to match the comment
so that a version number with a two-digit component can still count
as an alpha release. Reported by Richard A Downing.
(gnu_rel_host): Define in terms of $(RELEASE_TYPE) instead.
