[BUG] in binutils 2.4.90 (gas or ld)

One of the .debug_line relocs should have stayed 0 because
the corresponding function instantiation is not used/linked.
This is needed because otherwise the debuggers don't know
which .debug_line sequence to use for that function (they
can differ, see also http://gcc.gnu.org/ml/gcc/2003-10/msg00657.html
plus rest of that thread.

This is a regression of 2.3.90.
