Look at the short description of the Boltzman machine, which gives a
quick overview of annealing in this context.
I believe it's taken from the glass and steel industry where heating a
material to a high temperature and allowing it to cool very slowly
allows the individual crystals to find near optimal physical
postitions which minimise stresses, giving a result which is less
brittle and more flexible, because it is free of internal stresses.
