[Bug-gnulib] addition: mkdtemp.h, mkdtemp.c

From: Bruno Haible
Subject: [Bug-gnulib] addition: mkdtemp.h, mkdtemp.c

I'd like to add the mkdtemp() function, which creates a temporary
directory in /tmp or so.

The code is cribbed from glibc but with some reorganization and
simplifications so that it fits in a single file.

Objections?

Bruno
