For some reason, there were two SERVICES processes running. SERVICES.EXE &
SERVICES. The latter was eating up all the CPU. I rebooted and now I'm
fine.

21.x on Windows 2000 seems to be very hit or miss. On one of my systems it
runs fine without any problems. On my new system, it pegs the CPU at %100
and makes the PC unusable. I found a few other people with the same
problem, but so far no solutions except to stay at the 20.x level.

Thanks Gentlemen.
I'm trying to move to 21.2 from 20.7. I grabbed the new eol-conversion.el
and got past that. Although, In order to get 21.2 up and running, I had
to:
- removed any code I had to add my own toolbar entries
- remove some custom line numbering code
- remove any font-lock customizations
Should I expect a major performance hit with 21.2? I am running on a
pentium III, at 400 MHz, with 393M RAM, on Windows 2000. It take about 10
minutes to load, and my CPU is pegged at 100%. I can barely type in the
editor. I there something I need to byte-compile or something? Even at
idle, the CPU is pegged.

Looks like you're using an old version of eol-conversion.el that tries to
add an entry to the "mule" menu (which no longer exists in emacs 21).
