There's a typo in the manual:

  ce>  $(1): $$($(1)_OBJ) $$($(1)_LIBS:%=-l%)
                     ^^^^
Here the "OBJ" should be "OBJS":

 $(1): $$($(1)_OBJS) $$($(1)_LIBS:%=-l%)
                  ^
