Turns out it is. I've been trying it since you mentioned it and just figured
it out. It
works fine for awhile, and '-d' can be used to override it temporarily, as
you'd expect,
but any repository you create this way cannot be updated without respecifying
its CVSROOT
on the command line since the '-d' in the .cvsrc file overrides the CVS/Root
admin file
entry.
