You can start with the section of the CVS manual called "Remote
repositories" at:
http://www.cvshome.org/docs/manual/cvs_2.html#SEC26
If you choose to set up the server using CVS password authentication
(called "pserver" access) the manual has instructions for setting up
/etc/inetd.conf. If your're using xinetd instead, see:

If there are problems, consult the section of the CVS manual called
"Trouble making a connection to a CVS server" at:
http://www.cvshome.org/docs/manual/cvs_21.html#SEC182
Questions about CVS server are definitely frequently asked, so do check

(In particular, take note of "Why can't I checkout modules?? The error
message is --> 'cvs server: cannot open /root/.cvsignore:access
denied'")
