That's hard to guess, from here. kpsexpand cannot be executed, which
probablye means that
* it did not get installed (rerun setup.exe, install tetex-bin), or
* it is not in your path (your profile is wrong, or automatic
profile creation went wrong), or
* the binary cannot be run (missing libraries, rebase? see cygwin archives)
So, rerun setup.exe, make sure that tetex-bin is installed. Try to
figure out why kpsexand it doesn't run or send a bug report to
bug-lilypond, including the output of `bug-lilypond-cygwin'.
