For some reason, it didn't copy the tar file over, and didn't fail
properly. What happens when you do

gnomevfs-copy
http://superbeast.ucsd.edu/~landry/ArX/wlandry/arx/2/1/,99/arx.2.1,99.patches.tar.gz
 file:///your/current_directory/arx-patch

Worked. A valid tar file appeared in my directory.

gnomevfs-copy
http://superbeast.ucsd.edu/~landry/ArX/wlandry/arx/2/1/%2C99/arx.2.1%2C99.patches.tar.gz
 file:///your/current_directory/arx-patch

Failed. No tar file appeared, after this:

---
address@hidden test $ gnomevfs-copy http://superbeast.ucsd.edu/~landry/ArX/wlandry/arx/2/1/%2C99/arx.2.1%2C99.patches.tar.gz file:///home/kevins/work/test/arx-patch2

(process:7949): libgnomevfs-CRITICAL **: file gnome-vfs-file-info.c: line 178 (gnome_vfs_file_info_copy): assertion `src != NULL' failed

(process:7949): libgnomevfs-CRITICAL **: file gnome-vfs-file-info.c: line 178 (gnome_vfs_file_info_copy): assertion `src != NULL' failed
address@hidden test $ dir
arx-patch
---

I also tried with quotes around the http URL, in case bash was doing something with the percent signs. (I'm still a bash newbie, so I don't yet quite understand/trust what it's doing all the time.) Same behavior.

I'm running gnome-vfs version 2.8.1, in case that helps.
