Bazaar is a fork of tla (Gnu Arch). They seem to be slowly modifying
tla until it becomes ArX ;)
Bazaar-ng is a completely new system. As far as I can tell, the only
thing it shares with bazaar is the name. It is still very new and
missing a lot of basic functionality.
