They are, at least in the current Git version. When I do
C-c C-e document RET amsart RET RET
to create this minimal document

then the value of `TeX-active-styles' is
("amsart10" "amsthm" "amsopn" "amsbsy" "amstext" "amsmath"
"amsart" "latex2e" "amsarttest" "NoVirtexSymbols")
So amsmath and several other AMS styles have automatically been loaded.
