Details:

ax_lib_expat saves the library in LDFLAGS which results in a wrong ordering
when used in AC_LINK_IFELSE
the library is placed before the objects needing it resulting in a build
failure when using --as-needed

attached a fixed version also changing the interface.
it exports the variable as EXPAT_LIBS instead if EXPAT_LDFLAGS.
