Details:
Attaching a macro that detects whether C++ supports rvalue references without
enforcing C++11 compilation. This is meant for projects that can be compiled
with or without C++11 support, in contrast with ax_cxx_compile_stdcxx_11,
which enforces C++11 compilation mode.
