Follow-up Comment #12, patch #8186 (project autoconf-archive):

Sorry, emails on this have been being caught by my spam filter.

By "cc", I was referring to the case where:

CC=cc

At which point you need to dig a bit deeper in order to determine which
compiler is being used. 

I have faint memory of this being an issue on a few other platforms where cc
could be an alias to either gcc or some other vendor's C compiler.
