Details:

This patch adds the macro AX_R_PACKAGE which can be used to check if a certain
R package is available.

Optionally, it also checks for the version of package.

It does not check whether a package can actually be loaded, because this would
take too much time.

It performs the check with `--vanilla` to ensure that the current user's
.Renviron file is ignored.
