[gnu.org #1700388] Dead Link in the Autoconf manual

Hello Autoconf maintainers,

This ticket is about version 2.63 of the manual, but all versions
from 2.60 to 2.69 have the same dead link. In 2.70, the link is
correct:
https://www.gnu.org/prep/standards/html_node/Directory-Variables.html#Directory-Variables

Since some people are still using the old manuals, it may be worth
fixing them... or not. Thanks in advance!
