I think this is great.  You might also want to declare loud and clear that
people are encouraged to name their own macros <PREFIX>_A._* to get support
from the autoconf infrastructure.  (declare as in document it somewhere)

As for the name of shell.m4, it is the most obvious one the way I see it.
