I vaguely recall some distributions using the file "COPYING" for
licenses that were not the GPL.  So to be safe, we'd have to check the
contents of COPYING, not just the name.  And this would get a bit
tricky, since there are different versions of COPYING, and we might
have to worry about the GPL versus the LGPL, etc.

Obviously it's OK if we merely ship the replacement files with
Autoconf.  Perhaps we should just stop there.  (Then the only hard
part would be to document what to do with them.  :-)
