IMO, not necessarily a good decision.

This deprecation in autoconf is around for years and people have been
explicitly warned about it.

It would be a behavioral change: 
It currently is a synonym to "configure --host=FOO"

I recall the threads when this change had been introduced, but I don't
recall any attempt to get the GCS changed wrt. --host.
