I believe he was referring to

However he patched the "Configuring subdirectories" test, which
already used, instead of "Deep Package", which
actually used both and (maybe using
these two names was a way to check that autoreconf does not
stick to one name when recursing directories?), so the patch had
no effect.

Furthermore, support for was introduced in Automake
1.4-p4, released on 2001-06-10 (the last version of the 1.4.x
branch being 1.4-p6 released on 2002-07-28).  That might explain
why few people reported the bug.  These bug-fix versions
introduce other changes needed to support Autoconf>=2.50, so I'm
really surprised that older versions are still used with 2.59.
