if a user creates a patch and verifies it with "make distcheck"
before submitting it, he is hit by this.

IOW, not everyone who runs "make distcheck" must be a maintainer.

GNU make always reads Makefile.maint, even with stock 2.59.
This has confused me.

ROCK Linux.  But hey, they even forgot to put "GNU" in their name.

No.  That's the problem.  Someone might trust the maintainer.

Red Hat delivered versions different from the versions labeled
on the rpm.  As a reaction to that, ROCK Linux tries to have a minimal
possible number of patches, and they try to use the latest stable
version.

I'll tell them that they should make an exception here.
But they might answer that perhaps the gzip maintainer knows better.

They still use patch-2.5.4, trusting the maintainer.  How would you
like if they digged up a development version instead?

But it seems I have convinced them to upgrade...
