That fixes the test 100 failure when I configure with
...
M4=/opt/bin/m4                 \
CONFIG_SHELL="/usr/bin/bash" /usr/bin/bash \
/opt/src/gnu/autoconf-cvs/configure      \
CONFIG_SHELL="/usr/bin/bash"   \
...

It doesn't fix the error I get when I configure without CONFIG_SHELL
....
/bin/ksh ./testsuite
/testsuite[966]: : is not an identifier
....
