Dear GNU Maintainers,

Very soon the FSF sysadmins will freeze software uploads to the GNU FTP
site. You will still be able upload new files at your convenience, but
for now they will not be processed and published. The system will begin
running again shortly after GPLv3's release tomorrow.

For those of you upgrading to GPLv3 tomorrow, this should give you an
opportunity to upload source a little early if you need to do so. Of
course, you're still free to upload after the release as well, and that's
probably preferable if it makes no difference to you. I will be sending
you final license text to include with your releases later today.

If you have any questions or concerns about this, please don't hesitate to
contact me.

I still think it a _really_good_idea_ to try to get a pre-release
of autoconf today that will auto-install the COPYING file for
most of us folks. Works that way for both of my projects....
It would require manual intervention to force a different
COPYING file without such a release.

Thanks -Bruce
