m4sh dnl cleanup

Including dnl in the body of an m4sh macro adds that many more macro expansions 
to the overall effort.  In many cases, it is easy to hoist the dnl outside of a 
single-string macro body, while still using the dnl to provide visual line 
breaks between independent actions contained within a macro body now composed 
of concatenated strings.  In turn, it leads to slightly smaller frozen files 
and faster execution.  I'm committing this (I've already done similar for 
m4sugar in the past):
