I couldn't either.  The best link is currently the configmake module itself:;a=blob_plain;f=modules/configmake

But Bruno and Karl were just recently talking about moving it to an
appropriate place in the gnulib.texi manual:

This is fine to push now as-is; we can do a followup patch to a more
specific link once the configmake doc is moved to a more appropriate
