Does it work at all?
I just downloaded the most recent version and ran configure, and among
other things it said:-
checking for awk... no
checking for working help2man... missing
checking for perl... no
configure.: WARNING: autoscan will not be built since perl is not found
checking for a BSD compatible install... ./install-sh -c
...but:-
[N:\eval\autoconf-2.49c]which awk
c:\usr\bin\awk.exe
[N:\eval\autoconf-2.49c]which perl
c:\usr\bin\perl.exe
[N:\eval\autoconf-2.49c]which install
c:\usr\bin\install.exe
