It doesn't, that I know of. LD_LIBRARY_PATH is only useful if you're
using Cygwin's dlopen. I'm not entirely sure why it's included since it
would only ever be useful to a POSIX app, but I took the list verbatim
from winsup/cygwin/environ.cc just for completeness' sake.
