For "that particular corner case (build *at install time* using
a prefix setting that is different from configure time)".

So we seem to agree that we don't intend to build under "make install".
That being the case, what would be the use of capturing -- into a C
header file, which is only used when building -- a variable setting
passed to "make install"?
