FYI, at the time this release was made, we neglected the fact that
https://ftp.gnu.org/gnu/autoconf/autoconf-latest.tar.* still pointed to
the 2.69 release from 2012.  I just fixed that today, using:

$ build-aux/gnupload --to ftp.gnu.org:autoconf --symlink
autoconf-2.71.tar.gz autoconf-latest.tar.gz --symlink
autoconf-2.71.tar.gz.sig autoconf-latest.tar.gz.sig --symlink
autoconf-2.71.tar.xz autoconf-latest.tar.xz --symlink
autoconf-2.71.tar.xz.sig autoconf-latest.tar.xz.sig

and meanwhile I'm seeing if gnulib will improve 'maint.mk' to pass
--symlink-regexp in the suggested gnupload command it generates during
'make stable', so we don't forget this step for the next release.
