Paraphrasing Rusty Ballinger, dpkg "wants" you to be root,
but you can fake it.  I regularly build packages as a non-privileged
user.  The LD_PRELOAD tricks that "fakeroot" plays will 
result in a tarfile full of "root-owned" files.
