Automake 1.6.3 released

We're pleased to announce the release of Automake 1.6.3
This is a bug fix release, and as such there is no new
features since Automake 1.6.2.  The NEWS entry is appended.

This will probably be the last release on the 1.6.x branch.

* Support for AM_INIT_GETTEXT([external])
* Bug fixes, including:
  - Fix Automake's own `make install' so it works even if `ln' doesn't.
  - nobase_ programs and scripts honor --program-transform correctly.
  - Erase configure.lineno during `make distclean'.
  - Erase YACC and LEX outputs during `make maintainer-clean'.
