for each AC_SUBSTed variable, automake adds a line like

        ZZZ_LIBS = @ZZZ_LIBS@

so there is generally no need to use the @...@ notation in

Thus I believe that if you use

  '-g -Wall -std=c99 -I$(top_srcdir)/include $(ZZZ_CFLAGS) 

you'll get what you want.
