Shortly after your (or somebody else's) request, Automake implemented
use of LIBTOOLFLAGS.

Either use
make -s LIBTOOLFLAGS=--silent
or
configure LIBTOOLFLAGS=--silent
or some nice hack to enable this automatically in configure.ac
mentioned in the discussion at that time[1].
