Just means libtool doesn't know that xlf90 == Fortran.

Does this work:
  $ cd /home/bluesky/edh/netcdf-3/f90
  $ /bin/sh ../libtool --tag=F77 --mode=compile xlf90 -I../libsrc -I. \
  -g -c -o typeSizes.lo  typeSizes.f90
