   What about packages that don't support arbitrary prefix override
   (all those using current libtool),

I do not understand, DESTDIR is supported with libtool.

   or packages or systems that don't support DESTDIR installs?  This
   wording creates problems for them.

Then it should be reported to the maintainer(s) so that they can fix
the bug.
