Correct: the patch has never been applied.
BTW, that old patch is supersed by this newer patch series:
<http://lists.gnu.org/archive/html/automake-patches/2010-11/msg00089.html>
which is unfortunately still pending review (or at least aknowledgement).

Unfortunately, the limitations described in the message you linked
still holds in the current automake version. But I think (hope?) that
the newer pending patch I referred to above will be applied before the
next relase.
