Release an early beta for automake 1.12

Hello Automakers.

I plan to release a beta for Automake 1.12 in the next days, with the
estimated release date set a couple of weeks after that.  If anyone
knows about any pending or new issue for which such a beta release
should be postponed, now would be a good moment to speak up.
