Missing msgfmt

Hey list,

On some systems, msgfmt is not supplied by gettext-base package, but in
a separate package gettext (e.g. Debian Wheezy). 

I am using AM_GNU_GETTEXT macro in my configure.ac. I note during
configure time that there does appear to be a check for msgfmt, but no
error is raised if the binary is not detected. This is a problem for my
build which depends on it during compilation time.

How can I change this behaviour? I could have added a manual check for
the tool, but it seemed redundant with AM_GNU_GETTEXT's check, but not
enforcement.
