It seems that this variable is only set when running distcheck and not when
running install? am I right?
The purpose of DESTDIR is to allow people (e.g. package maintainers)
to install to a different location than the default so the files can
be bundled for installation. That is why 'make distcheck' verifies
that this functionality is working.
