Ah! I needed to call:

        CLKSYS_XOSC_Config(OSC_FRQRANGE_12TO16_gc, false, 
OSC_XOSCSEL_XTAL_256CLK_gc); 

before enabling the oscillator. The XPLAINED notes didn't indicate this.
