In order to check if it is a power issue (which I don't believe) put a
powered USB-Hub between Arduino and Surface Pro - lets see if that works.
If not, there was a option in the Arduino IDE to make avrdude verbose,
the debug output of avrdude would help to analyse the issue.
Alternatively you can call avrdude directly on a cmd.exe window, this
method may even be easier suited, to log the output in a file.
