The result of the commands::

  )set output algebra on
  factor(-x^2-1)

is::

              2
     (1)  - (x  + 1)
  $$
  -{{x \sp 2}+1}
  \leqno(1)
  $$

        Type: Factored Polynomial Integer

So, yes you are correct that MathAction is not presenting the 'algebra'
output correctly. The TeX output however is missing parenthesis. It
should be

\begin{equation}
-(x^2+1)
\end{equation}
