Details:

There is quite a bit of non-canonical (not biblically) structured material
for translators.

-> Allow that non-canonical material to be browsed in BE (and add the
instruction how make this work in the help file)

Some of the non-canonical structured material has a table of contents with
the corresponding links built in.
- As there are some resources without those contents/links and
- as the links are only to the main headings (not the subheadings)

-> build in a navigation tool for this material. An option could be the
projects-outline-tool in BE.
