Details:

Once bibledit 3.9 has been released the following becomes relevant:

A new Bibledit Windows Outpost is available.

The helpfile needs to tell that the .exe can be dragged to the startbutton if
needed.

To update the helpfile and leave the download locations out, and inform that
the .exe is included with the package now.

The bwoutpost.exe can be removed from the download location.
