Yes, because some of the changes in 2.2 broke GLR parsers and
made for messy builds.
At least one of the post-2.2 changes has changed a diagnostic, which
means we should generate a 2.2a, send it off to the translation
project, and wait a week. The alternative is to back out the changes
to diagnostics.
