At the beginning, it was L1C0 in Bison, and that was what
recommended the GNU Coding Standard IIRC.  Now it promotes L1C1,
and that's also what prefers Emacs, although it still uses
C0 in column-number-mode.

I think you also have to have a look at skeletons themselves.

I'm also in favor of having locations.cc match this.
