maint: avoid skipping non-Java tests when Java is missing

Subject: maint: avoid skipping non-Java tests when Java is missing

Two minor patches for the "maint" branch.  Maybe 3.0.3 is ready?
There are other issues to fix, sure, but there are already many
that have been fixed.
