Just start a fresh Emacs, type M-x report-emacs-bug RET and
write down the following information:
* How you started Emacs.
* What you have on your clipboard and how you got it there.
* That (x-selection-exists-p 'CLIPBOARD) returns non-nil.
* That (x-get-selection 'CLIPBOARD) returns nil.
That should be a good start.
