[bug-anubis] missing guile_includes in cflags

hi, while building gnu anubis 4.2 for parabola i noticed the
GUILE_INCLUDES variable was missing on CFLAGS, making the build fail to
locate libguile.h

i fixed this by adding `guile-config compile` directly to CFLAGS, which
is not ideal but it worked :)
